A Knightscope security robot is a sensor on a column of wheels. It rolls a fixed beat at walking pace, reads license plates, records faces, streams what it sees, and broadcasts a tone when it wants you to move. That is the full capability list. It can perceive almost everything in a parking garage and act on none of it. Dublin, Ohio [paid over $67,000 for one](https://www.foxnews.com/tech/ohio-robot-cop-retires-zero-arrests), ran it for a stretch, and retired it with a record of zero arrests, zero tickets, and zero criminal cases.

The temptation is to file that under failure and move on. Keep the ledger open a moment longer. <Highlight>Zero is the number that tells you exactly where capability ends and permission begins.</Highlight> The robot could do everything a patrol does except the one act that makes a patrol matter, and that act was never a technical problem. An arrest is a permission. It is a human being, sworn and named, converting an observation into a deprivation of someone's liberty. No amount of sensor does that. The writ is the product, and the writ stays with the person.

So the $67,000 did not buy enforcement. It bought a capability with the permission left out, which is a very specific thing, and worth pricing honestly.

## What the machine actually produced

Run the spend against the impact and the column that should hold arrests holds nothing. An empty column still sits inside a full ledger. The robot patrolled, and patrolling is capture. Every loop of that garage, it read the plates that entered and the faces that passed, and those readings went somewhere and were kept by someone. What it produced, loop after loop, was a recording of everyone who passed, held by someone they never met.

I keep a running tally of humans against machines in any system I audit, treating each person still in the loop as a sensor for a kind of value the automation cannot price. Here the machine was the sensor and the humans were the priced-out party. It watched them with no authority to stop them and no obligation to forget them. A parking garage is already a machine for temporary custody that keeps a permanent log of your comings and goings. Dublin bolted a second log onto the first and called it a deterrent.

The vendors who sell these units understand the gap perfectly, which is why the pitch is always "force multiplier" and never "officer." A force multiplier is a capability you attach to an existing permission. The trouble is that Dublin had the capability arrive years before anyone wrote the permission it was supposed to multiply, so for the length of the contract the town owned a deployed system that no one had cleared to do the thing it looked like it was doing.

This is the failure mode I watch for, and it has a shape. The frameworks I read at [adjective.us/capabilities](https://adjective.us/capabilities) put it plainly: a capability is something you design and build, and a deployment is something you are permitted to run, and the two are different documents that get signed by different people on different days. Skip the second document and the system still arrives whole. The full capability, fully present, fully recording, accountable to no one, because the permission that would have made it answerable was the part nobody wrote.

A robot that arrests no one is still doing the one half of policing that asks for no consent: the watching. The half it could not do is the half a community gets a vote on. We bought the silent half, let the loud half lapse, then measured the loud half and pronounced the thing harmless.

It was never harmless. It was unfinished, in the direction that happens to leave the recording running.
